In
China , govt lawyers aka public prosecutors are recruited by written
competitive exams. (see link in first comment). A non-lawyer can also
appear in test, and if he proves good logical/analytical abilities then
he is recruited as trainee, and after 3 years, made govt lawyer. In
India, public prosecutors are hand picked by corrupt Ministers i.e.
Ministers can appoint anyone they like as govt lawyers !!
The Supreme\High\Lower judges very often use their powers , and promise benefits to Ministers or sometimes even threaten them, and get judges relative lawyers recruited as govt lawyers !! This is difficult in China, as that person has to first clear written exams.
Right to Recall Group is the ONLY party which is demanding/proposing that all govt lawyers should be recruited by written competitive exams ONLY with no interviews, like IAS/IPS. Congress, BJP = Congress2, AAP= Congress3 = Paraja_Rajyam_Party2 have opposed this proposal, and insist on continuing discretionary appointments on Govt lawyers as of today.

Prosecutors obtain their qualifications in two ways:
· Through qualification examinations. Open examinations are administered regularly by the Supreme People's Procuratorate to recruit junior and assistant prosecutors. Chinese citizens with a three-year college education are eligible for the examination. Those who have passed the examination and are deemed as being in good political and ethical standing will be qualified as prosecutors and awarded a Certificate of Qualifications for Prosecutor;
· Through training and tests.
